Marcel is certified by the International Association of Privacy Professionals (IAPP) in European (CIPP/E) and US (CIPP/US) privacy. Trained in Internet Governance by DiploFoundation. He was a scientific adviser to FAPESP-Fundação de Amparo à Pesquisa do Estado de São Paulo on issues of data protection and digital law, and a policy fellow at the Electronic Frontier Foundation.
Book author of “Responsabilidade Civil dos Provedores de Serviços de Internet”, “Tutela e Privacidade na Internet” and “Fundamentos de Direito Digital” and of several articles on personal data protection, digital law and new technologies.
Marcel is passionate about computers, video games and connectivity. As a child, he used domestic clones of the ZX Spectrum, Apple II and MSX; he had fun with the Pong, Odyssey and Atari consoles, and used the RENPAC and Videotext networks. As a teenager, he was one of the first commercial Internet users in Brazil and learned HTML.
Marcel is a fan of heavy, thrash and death metal, having flown in 2008 on Bruce Air Flight AEU 666, piloted by Bruce Dickinson on the London-Warsaw section. In Lisbon, he was on the same day at an official ceremony with the Prime Minister of Portugal in the morning and at a Slayer concert in the evening. He served as a roadie and translator for Stratovarius, Rage, Grave Digger, Savatage, Mercyful Fate, King Diamond and other metal bands at shows in Brazil. He played classical piano for a long time and can still read sheet music. In addition to music, his hobbies are street racing and video games.
